Pay affiliates

TCG admin screen (Victor, Jose). Affiliates ask to be paid from their Statements screen; you confirm, pay them your way, then mark paid. The system never moves money.

Who sees this. Only TCG admins. Affiliates never see this screen. Fictitious finalized-rate payouts. Confirming and recording payment are separate steps. Only authorized admins see these controls.
